I know that Steve Sieverts' article "Running Defined: cooldown" posted here on the RTN website is only part of the entire article, but I can't believe RTN would post just that section which seems to discourage new/beginner runners from jogging a little at the end of a hard run/race. I'm certainly no physiologist, but even I know there are many benefits from jogging after a hard workout.
To quote a current Jogger's uhm, ehr, Runner's World article (http://www.runnersworld.com/home/0,1300,1-0-0-271,00) :
"Cooling down can also help you avoid injury. An easy jog after a hard workout or race has been shown to speed recovery by helping remove any lactic acid that may have accumulated. It also gently brings your muscles back to a resting state." And the author, Joe Ellis, IS a physiologist.
Plus, it's a good opportunity to socialize with friends you might not see outside of races, and yes, even your competitors. As a neophyte runner many years ago, I picked up lots of tips by jogging along, cooling down after races, and LISTENING to what the faster runners talked about. Running tangents, being aggressive on turns, and the list goes on and on.
Please don't discourage new runners from enjoying another of the many benefits of this sport we enjoy.

Message: The article is meant to take a light-hearted look at some of the more confusing terms used by runners. My personal favorite has always been "fartlek."
However, the article doesn't advocate the elimination of the cool down. Rather it states that in Texas the term "cooldown" is rather oxymoronic, since the heat and humidity makes it impossible to actually cool down.
But if you were confused by the article, them I'm sure that others may be as well. I will look at it again and consider making some edits and/or adding some more info to make the point that a cool down (or whatever you'd like to call a casual jog after a hard workout/race) is an important part of a runner's training program.

Message: Runners in Houston often refer to this activity as a "warm-down" - might be more appropriate!
